I have been wearing my white shoes with spring outfits since Easter. But, I have a co-worker who states white shoes should only be worn after Memorial Day. Isn't this an old fashioned notion?

Yes, wearing white clothes or shoes only between Memorial Day and Labor Day is an outmoded concept. White, or any color, can be worn year round.
However, the style of clothing or shoes should be appropriate for the season. For example, white sandals outdoors in the winter would not be suitable.
In addition, when wearing skirts or dresses, to elongate the leg neutral color shoes such as beige or light tan are best
